Salary Range: $54,863.22- $67,594.30 JOB TITLE: Accountant II – Investments JOB SUMMARY : Under the direction of the General Accounting Director, the Investment Accountant is responsible for the reconciliation of the City’s investment portfolio statements to related ledger accounts as well as monitor and ensure the complete and accurate interface of Treasury Module activity to the General Ledger. The Investment Accountant is also responsible for the monthly general ledger close, balance sheet and income statement analysis. ESSENTIAL DUTIES AND RESPONSIBILITIES : The following duties are performed personally and/or in coordination with other General Accounting staff. Additional duties may be assigned. Performs monthly reconciliations of all investment bank statements held at the City. Participate in monthly ledger close by ensuring accurate and complete recording of financial transactions. Prepare analysis of Cash Equivalents, Short Term and Long Term Investment classifications. Ensure all investment interest earnings and fees are recorded monthly. Prepare General Ledger entries and various reconciliations for month-end close in accordance with deadlines as determined by management. Perform trending and variance analysis for all balance sheet, revenue and expense activity for assigned Funds. Identify and resolve discrepancies in a timely manner Review incoming journal including debt related entries to ensure transactions comply with the City’s policies and procedures and adhere with General Accepted Accounting Principles. Provides professional assistance and support to management and staff on investment and other related matters as needed. Participate in the preliminary and annual fiscal year-end financial audit. Prepare various annual PBC audit schedules as needed in a timely manner. Assist in the documentation and monitoring of internal controls. Participate in the development or updating of departmental policies and procedures. Perform other duties or special projects as assigned. QUALIFICATION REQUIREMENTS : To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Requirements listed below are representative of the knowledge, skill, and/or ability required. Education & Experience: Possess a Bachelors degree or higher from an accredited college in Accounting; Five plus years of responsible, professional and high volume Accounting experience; At least two years of working knowledge in Municipal Government Accounting and/or Cash/Investment related experience preferred. Knowledge: Strong understanding of accounting theory and application of general accepted accounting principles and practices; Intermediate level hands on knowledge of all accounting functions and related internal controls, including cash, investments and extensive balance sheet reconciliations. Governmental accounting principles, applicable laws and regulations, and financial reporting practices; Basic Information Systems applications related to accounting functions. Skill in: Demonstrating a minimum intermediate skills level in excel; Communicating effectively, both verbally and in writing; Performing complex analytical activities; Building logical approaches in problem solving; Maintaining accurate records and making accurate arithmetic calculations; Working on several assignments simultaneously, setting priorities, meeting deadlines, and working independently within established guidelines; Extensive use of common office software including Microsoft Office and applicable specialized finance software applications; Providing detail oriented and organized work; Working cooperatively and collaboratively with all levels of employees and management to maximize performance, creativity, problem solving, and results; Performing proactively and with flexibility; Providing outstanding customer satisfaction (internally and externally).
