General Description and Classification Standards: The purpose of
this job is to supervise, participate in, and provide plumbing
field-engineering services. Duties include but are not limited to
supervising staff; coordinating activities; monitoring contract
compliance; performing paraprofessional surveying and engineering
work; and coordinating engineering projects. This is a fully
seasoned skilled level capable of independently carrying out most
assignments typical of supervisors. Responsible for overseeing the
Plumbing Department, supervising and training junior technicians in
completing plumbing orders, managing contractors within the
plumbing department, and assisting the Director/ Manager in
overseeing the plumbing budget. Supervision Received: Direction
received is very general and focuses on end results and is
typically collaborative in nature. Makes decisions on technical
issues, diagnoses, or procedures in collaboration with other
internal and external stakeholders. Responsibilities Essential
Duties and Responsibilities: These are typical responsibilities for
this position and should not be construed as exclusive or all
inclusive. • Manages contractors' Statements of Work (SOW) and
oversees budgetary aspects of projects. • Trains subordinates to
function well as a team to at least journeyman level competency in
plumbing and mechanical repair. • Trains subordinates to complete
work orders in a timely and efficient manner without needing
constant supervision or guidance. • Evaluates facility maintenance
problems/issues in a timely manner and determines a course of
action to resolve problems/issues given budget and resources. •
Schedules and manages necessary subcontractor budget and repairs. •
Learns City of Atlanta organization policy and procedures to better
manage resources available to complete section maintenance and
personnel needs. • Becomes familiar with City of Atlanta PPD, Civil
Code, Code of Ethics in conjunction with building and safety codes
to assist in better managing resources. • Investigates plumbing
related complaints; suggests methods and procedures for repair,
re-engineering or replacement of systems and their components. •
Makes site visits to review, inspect and maintain quality control
of plumbing systems and installations. Receives, reviews, and logs
engineering requests and determines type and scope of work. •
Develop work plans and tracks project costs and time. • Prepares
and/or reviews reports, memos, and other documents, and develops
and maintains related files. • Confers with supervisor,
contractors, and others as necessary to provide directions, answer
questions, and resolve problems. • Confers with Civil Engineers,
City and other governmental officials, and others as necessary to
coordinate work. • Conducts on-site inspections to ensure that work
is performed in conformance with specifications and plans. •
Conducts tests and otherwise monitors water availability, pressure,
and flow, resolves problems, and performs other duties as necessary
to ensure the availability of potable water. • May perform other
duties as assigned. Knowledge Skills and Abilities: This is a

construction practices and procedures as necessary in the
completion of daily responsibilities; sewer gas and back flow
prevention devices and systems; applicable policies, standards, and

understanding; operating computers with demonstrated talent in
identifying, scrutinizing and streamlining complex work processes.
• Ability to: develop and administer policies, procedures, plans,
and activities and to monitor performance of subordinates against
measured established goals; develop and administer operations and
staff plans and objectives; develop and implement long-term goals
for the department in order to promote effectiveness and
efficiency; keep abreast of any changes in policy, methods,
operations, budgetary and equipment needs, etc.; effectively
communicate and interact with subordinates, management, employees,
and members of the general public; assemble information and make
written reports and documents in a concise, clear, and effective
manner; use independent judgment and discretion in managing
subordinates including the handling of emergency situations,
determining and deciding upon procedures to be implemented, setting
priorities, maintaining standards, and resolving problems;
comprehend, interpret, and apply regulations, procedures, and
related information; mathematically handle required calculations
using statistical data; read, understand, and interpret blueprints,
building code laws, engineering and surveying reports and related
materials. Qualifications Minimum Qualifications: Education and
Experience – Associate's degree, graduation from vocational
training program in engineering, construction management, plumbing,
building trades or related field required (Additional years of
experience may be considered as a substitute for the required
degree on an exceptional basis, with a minimum of seven (7) years
of professional related experience in plumbing engineering). 5
years' of progressively responsible experience in plumbing
engineering or related experience. Licensures and Certifications –
OSHA 30 license/training. Must possess a valid Georgia driver's
license. Preferred Requirements – Bachelor's degree in engineering,
construction management, plumbing, building trades or related
field; 6 years of progressively responsible experience in plumbing
engineering or related experience Work Environment: Required
physical lifting, climbing, stooping and sensory capabilities are
requirements to perform the job successfully. Typical environmental
conditions associated with job. Lifting Requirements: Medium work:
Exerting up to 50 pounds of force occasionally, and/or up to 30
pounds of force frequently, and/or up to 10 pounds of force
constantly to move objects. Heavy work: Exerting up to 100 pounds
of force occasionally, and/or up to 50 pounds of force frequently,
and/or up to 20 pounds of force constantly to move objects.
